No its not legal to put carpet gripper on a fence especially a 3ft high one i expect the neighbour hates cats but the damage carpet gripper could inflict on cats or you or your children is horrendous if its your fence remove it if its a shared fence he needed to get your agreement.

A friend of mine got into trouble with the law as he put nails in the top of his fence and a little urchin put his hand through one the argument that if he hadn t put his hand there it wouldn t have happened didn t wash.
Sorry to ressurect this again but after a bit of a further disagreement over the weekend my neighbour has now added 2 3 inch screws sticking up out of the top of the carpet gripper.
An example of what wouldn t be allowed is carpet gripper strips fastened to the inside of the wall just where someone might put their fingers to climb over.
It is largely due to the occupiers liability acts that residents tend to use prickly shrubs to deter fence climbing as these naturally growing defenders are outside the legislation.
You re not trying to injury anyone just to stop them from climbing your wall so fence spikes and a sign are a more effective deterrent than fence spikes alone.
Traditionally owners have put deterrents to trespassers on their wall or fence and if it is a party wall just on their side.
The way i possibly simplisticly see it is that it is not against the law to have carpet gripper or barbed wire atop a fence.
If the barbed wire is not adjoining the highway and an injury results you could still be faced with a claim for damages under the occupier liability acts.
If you want to stop cats getting into your garden good luck with.

Don t use carpet gripper on your fence as it s not designed for such use and would not stop a burglar climbing your fence they simply put a coat over the top of it.
However the risk is that if someone injurs themself on it you run the risk of civil action for damages.
It looks terrifying and i am so scared.

You will often have seen spikes or broken glass or barbed wire on the top of walls.
